The New York Times recently published an interesting article, “In Rural Jails, E-Cigarettes Are a Calming Vapor.”

The article juxtaposes government and school bans of these smokeless devices that are rapidly appearing from coast to coast, with one unusual place they are being highly welcomed… the rural county jail.

While most prisons and jails prohibit the use of traditional cigarettes due to fire hazards and secondhand smoke, more and more sheriffs are opting to sell electronic cigarettes to their inmates for practical reasons. The biggest of which is to help control the mood swings of inmates going through nicotine withdrawal.

Evidently, in at least seven states, county jails have allowed the sale of a few flavors of e-cigarettes to inmates. Not surprisingly, electronic cigarettes now top the list of the most coveted items in jail commissaries.

Even though e-cigarettes are banned in federal prisons, both Chinese and American manufacturers have started producing a “jail-safe” device using plastic instead of metal. Any why not? The inmate market is a captive audience (pun intended).

One Sheriff in Nebraska uses them as incentives—those inmates who are not a good boy or girl get theirs taken away. In December he bought 200 for the 32-prisoner jail, and sold out by mid-January.

A Tennessee Sheriff’s motive for introducing them was to create additional revenues after several years of budget cuts.

His main goal is to create a pay raise for his guards who are overworked and earn a top salary of $10.58 per hour. He hopes to collect profits of between $20 and $50,000 from the sale of electronic cigarettes this year.

The popularity of the device has earned some jails profits of more than 400 percent per e-cig. They are sold to inmates for $8 to $30 apiece depending on the number of puffs generated. Profits go either into the county’s general fund or directly into the jail’s budget.

Regardless of all the unanswered questions concerning electronic cigarettes, their popularity has increased considerably in the past three years. According to the Tobacco Vapor Electronic Cigarette Association, the number of varieties has now exceeded 350 and sales globally are almost $2 billion.

Many of the county sheriffs extol e-cigarettes for the reduction in tension and outright violence among their inmates. When nerves are on edge, minor disagreements can escalate quickly and get physical, which endangers the safety of both the guards and inmates.

It would appear that in jails where they sell electronic cigarettes—allowing inmates to get their nicotine fix—there are fewer altercations.

The Nebraska Sheriff believes e-cigarettes have been influential in keeping his inmates calm and orderly. “The thing I like about it is it controls the guy,” he said. “We had four or five fights last week. One guy who’d had a fight asked for an e-cigarette and it calmed him down. It’s not meant to help inmates, it’s meant to help my guys.”

A Macon County chief deputy sheriff pointed out that the reduction in inmate fights after making e-cigarettes available had led to a reduction in trips to the hospital.

He said, “The cost of fixing a broken nose is $2,000, so I figure we’re saving the county some money.”

Employers Still Hazy on Vaping at Work

Joshua Catherman, a meat cutter at a Tampa, Fla. supermarket says he feels like he has to use his electronic cigarette discretely while at work.

The 32-year-old vapor smoker recently told The Wall Street Journal that when he is sharing the tiny break room with coworkers, he asks first if they mind him using his electronic cig, which emits an odorless water vapor. If he gets the all-clear, Catherman pulls out his device and takes a long drag of his favorite flavored e-liquid.

“I blow out a Bavarian cream vape, and it smells like Christmas at grandma’s house,” he says.

Joshua said that the one time a coworker walked in and objected to his vapor smoking, he quickly put the device away. “I don’t want to lose my job,” he states.

The same issue that Joshua faces is also cropping up in countless offices and workplaces around the country as electronic cigarettes become more popular. However, many companies have adopted a “look the other way” approach by not addressing the issue whatsoever, making it unclear for vapor smokers whether or not they can puff away at the office.

Several major corporations have already taken different approaches when it comes to electronic cigarettes at work. For instance, Exxon Mobile permits electronic cig use in designated smoking areas, whereas CVS Caremark Corp. bans workers from using both regular and electronic cigarettes at its corporate campuses.

Vapor smoking customers and employees won’t be welcomed at Starbucks or Walmart, but McDonalds is electronic cig-friendly. UPS has decided to charge their employees higher health insurance premiums if they use electronic cigarettes.

In all, twenty-four states have instituted bans on smoking in the workplace, but only New Jersey, Utah, and North Dakota have included electronic cigarettes in those laws. And even though more than 100 cities forbid vapor smoking in areas where traditional cigarettes are already banned—including New York and Chicago as of this month—the issue of electronic cigs in the workplace continues to be hazy.

Business owner and nonsmoker Carol Keiling elected to allow vapor smoking during lunch breaks after an employee asked her about using their electronic cigarette in the office. The president of Safety Harbour Insurance in St. James City, Fla., now lets her workers puff away freely—unless a customer is present.

Ms. Keiling “quickly noticed that the ‘cacophony of coughing’ that filled the office every morning disappeared soon after the smokers switched to e-cigarettes. Productivity rose, too,” according to the WSJ.

Surgeon General Adds to the Ills of Tobacco Smoke

In the most recent report to be released from the surgeon general, various factors were examined, revealing the current state of smoking in America, and new diseases to be attributed to tobacco.

While this probably doesn’t come as a surprise to anyone who knows how toxic cigarettes are, it sure does give good reason for smokers to stay as far away from tobacco as possible, and make the switch to electronic smoking as an alternative. While the number of smokers is down drastically since 1964, when the surgeon general declared smoking to increase death 42% of adults were smoking, today the number steadies around 18%.

The newest report of diseases cigarette smoking contributes to include rheumatoid arthritis, Type 2 diabetes, macular degeneration, and erectile dysfunction, as well as two more types of cancer; liver and colorectal, and for mothers who smoke during pregnancy, infants can be born with cleft palate defects as a result.

The number of people who die each year from smoking-related causes is approximately half a million worldwide, with lung cancer still being the largest cause. It doesn’t matter if you’re male or female; the death rate among smokers equally affects men and women. Interestingly, as smoking rates have decreased, so have the number of lung cancer diagnoses at a rate of 3% among men, and 1% among women.

So what is the nation doing about the smoking problem? The one measure that has always seemed to work is raising the price of cigarettes. It has been found that for every 10% price increase, the rate of smoking drops 4%.

Why New York City is Banning E-Smoking in Public and Are They Alone?

For over a decade, New York City has enforced a city-wide ban on smoking cigarettes in bars, restaurants, parks, beaches, plazas, and other public places. And as of last month, electronic cigarettes have been added to the list of publicly banned tobacco products.

New York’s City Council and Mayor Michael Bloomberg approved the measure to ban e-smoking in public almost unanimously (43-8). As one of his last acts as mayor, Bloomberg, who has advocated for a number of public health initiatives during his term —like the prohibition on sodas larger than 16 ounces—passed the proposal right on the heels of making New York the first major city to raise the age for buying tobacco to 21.

Vapor smokers in the Big Apple and around the country are outraged at the new restriction, which will take effect in about three months, saying that to categorize electronic cigarettes with tobacco products is misleading and harmful to the mission of creating a smoke-free New York.

However, New York City officials don’t see it that way. In an interview with the New York Times, Councilman James Gennaro, one of the leading supporters of the ban, along with Commissioner Thomas Farley, said that the loophole allowing vapers to “light up” where smokers could not was creating confusion.

“People are lighting up electronic cigarettes in restaurants, creating conflict with other patrons and waiters who have to mediate, they said. Mr. Gennaro said children who could not differentiate between regular and electronic smoking were getting the message that smoking is socially acceptable.”

Farley admitted that although more research is need to know the potential long-term affects of e-smoking, the council decided to act now in order to prevent jeopardizing the progress they’ve made on smoking in the last few years.

Obviously, local e-cig retailers and vapers are disappointed with the ruling.

Only a handful of places have instituted public e-smoking bans or similar measures —among them Arkansas, Utah, North Dakota, and neighboring New Jersey. However, other major cities, like L.A. and Chicago, are now considering similar proposals in light of New York’s example.

Tobacco Giant Philip Morris Entering Fast Growing Electronic Smoking Market

A few days ago, Philip Morris International announced it’s getting into the e-cigarette business, after dismissing the product in July according to The Washington Post. The tobacco giant will start selling e-cigarettes which directly compete with its tobacco product, since nicotine vapor is gaining popularity as an alternative to smoking by a growing number of Americans.

The world’s biggest tobacco company is spending $100 million to develop e-cigarettes that could destroy its 160 year legacy in the tobacco business.

There are three main reasons why Philip Morris is getting to the vapor smoking market:

  1. Competitors are already making e-cigarettes. A few of Philip Morris’s competitors have either developed their own e-cigarette or bought startups in the fast-growing electronic smoking market.
  2. Tobacco cigarettes are already disappearing. Fewer Americans are smoking than ever before, according to Gallup. Tobacco has been lucrative for well over 100 years, but companies are accepting the fact that products are facing a long-term decline. They have no choice but to develop a new product.
  3. The international tobacco market is slowing down. Philip Morris has always had strong name recognition, deep market penetration and the addictive nature of its tobacco cigarettes has made it internationally popular. 30 percent of its market share has been primarily in Southeast Asia. But the “cash-generating machine,” as Morningstar has referred to it, has started to fail in sales.

The key reasons Philip Morris wants a piece of the e-cigarette market is that the product doesn’t have many of the social and health challenges tobacco smoking faces but still deliver nicotine that users crave.
