Pennsylvania Governor Proposes a 40 Percent Tax Increase on E-Cigarettes

angry-man-shouting-at-chalk-income-taxGovernment taxation (on both the state and federal levels) continues to be one of the most discussed issues in the e-cigarette community.

Since his election last November, Pennsylvania Governor Tom Wolf has been adding budget proposals to the books – one of which involves a controversial tax increase on e-cigarettes. Wolf has proposed increasing this tax in his state by 40 percent, which has angered Pennsylvanian e-cigarette users, the local vaping industry and anti-smoking organizations.

The proposal aims to increase the taxes of wholesale vaping products, cigars, loose and smokeless tobacco.

According to a survey conducted by the National Tobacco Behavior Monitor (and released during the conference for the Society for Research on Nicotine and Tobacco), roughly 3 million people in the United States have begun using e-cigarettes or other vapor smoking products.

Bill Godshall, executive director and founder of Smokefree Pennsylvania, feels that taxing e-cigarettes at 40 percent is ridiculous considering that no other product has a tax that high. Godshall is also confused by Wolf’s desire to tax e-cigarettes but not tax any other products that contain nicotine, like nicotine gum, lozenges and patches.

In addition to taxing e-cigarettes, Wolf also wants to levy a price increase on tobacco cigarettes of $1 per pack. Godshall, however, is in favor of this increase, stating, “Cigarettes cause 99 percent of call tobacco-attributable morbidity, mortality and health care costs.” If this increase passes, Pennsylvania smokers will be paying $2.60 in taxes alone on their cigarettes.

The American Vaping Association (AVA) is also against Pennsylvania’s proposed tax. AVA president Gregory Conley feels that given the state’s smoking population (more than 2 million), it is wrong to deny these smokers a safe nicotine alternative.

In addition to vapers suffering from the tax increase, the owners and workers of Pennsylvania’s vaping retail stores will suffer because Pennsylvanians will likely start shopping across the borders or online to avoid taxation.

Electronic Cigarettes and the Environment

Whether smokers just choose to be ignorant when carelessly flicking their butts, or they assume that because they feel like paper they will easily biodegrade, cigarette butts are a nuisance anywhere they are discarded outside of a trash bin. Here’s a look at the ways e-cigarettes help the earth, because if there’s one place cigarette butts do not belong, it’s the environment.

-They are reusable. Having a reusable product means overall less gets consumed. You put a device into rotation, and you don’t produce much trash. And that includes trash that so often ends up not in a receptacle.

-Being reusable also means that there is a break in the endless cycle of traditional cigarettes and the constant stream of trash. A pack a day contributes 20 cigarette butts a day. Or 140 weekly, per person, whichever way they get discarded. It’s a ton of trash!

-E-Liquid bottles, made of plastic or glass, can easily be recycled. E-liquid is a very economic option for smokers, and it also has the benefit of being better on the environment than traditional cigarettes.

-E-cigarette cartridges last the equivalent of 20 cigarettes, and they are not so (thoughtlessly) easy to toss on the ground after use. When users change them, they are typically tossed in the trash due to their size and weight, unlike traditional cigarettes.

-Because they are less likely to be irresponsibly discarded, e-cigarettes and cartridges run less of a risk ending up a problem to wildlife. Unlike traditional cigarettes, which too often get consumed by birds and fish, e-cigarettes are less likely to get tossed into their environments and mistaken for food.

While the concept of perfectly “green” e-cigarette technology has yet to be developed, when it comes to smoking, electronic cigarettes are clearly the more responsible option. Traditional cigarettes are problematic on so many levels, and when you have the availability and option of vaping, with cleaner, more earth-friendly devices, there is no reason to use tobacco any longer!

Study Finds Difference between Dependence on Tobacco Cigarettes Compared to E-cigarettes

Recently discovered data has found that former smokers of traditional tobacco cigarettes feel “less addicted” to e-cigarettes after they make the switch. In essence, the cravings experienced by smokers-turned-vapers are not as strong, even if they are using their e-cigarettes as much as they used to light up they’re old smokes. In addition, the study showed that the participants who used e-cigarettes felt they were less inclined to smoke and less irritable when they couldn’t.

According to Jonathan Foulds, the lead researcher and professor at Penn State College of Medicine stated, “The pattern was really very clear. The score was significantly less for e-cig use than for tobacco use.”

The method for the study involved taking an online survey of over 3,600 e-cigarette users, looking for comparisons between the users’ previous use of tobacco cigarettes (including their dependence) and how dependent they feel as e-cigarette users.

The conclusion was that peoples’ smoking habits remained roughly the same: 24 cigarettes per day and 24 vaping sessions per day. In other words, although the amount of nicotine intake did not change, their dependence did.

Here were some other interesting findings from the study about the comparisons between e-cigarettes and smoking:

  • People didn’t need to vape as soon as they woke. They were able to withhold initial nicotine consumption for the day by an average of 20 minutes.

Rise of Vapor Cigarettes on American School Campuses

Since 1975, The National Institute on Drug Abuse (NIDA) has conducted an annual study monitoring the usage of drugs among teens. Fortunately in 2014, a decrease was seen in prescription drugs, opiod and alcohol use. There was also a decrease in traditional cigarette smoking and a rise in vapor cigarette usage, or e-smoking.

This was actually the first year that vapor cigarettes were included in the study and many believe the decrease in other drugs is due to the rise of e-cig usage. The survey included 41,000 students at 377 different public and private middle and high schools.

There continues to be disagreements as to whether or not vapor cigarettes are safer than traditional smoking. However, it has been proven that traditional smoking is no doubt bad for your health. You can read more on this in our knowledge center article titled 5 Ways Smoking Damages Your Body.

Many believe that teens have quit traditional smoking to switch to the better alternative of vaporcigarettes. Some argue however, teens that never would have smoked have taken up vaping and would not have otherwise.

The NIDA Deputy Director, Wilson Compton, states that “About 8% overall of 8th graders report use of these electronic cigarettes over the past month. About half of those had never used another kind of cigarette before. So this is perhaps a concerning exposure to nicotine at quite a young age.”

As far as the high school, 16% of 10th graders and 17% of 12th graders have used vapor cigarettes within the past month. Those percentages are higher than the rate of traditional smoking in the past years.

What to Expect When Making the Transition to Vapor Cigarettes
